Tenant Screening
BHA screens voucher holders for program eligibility only. As in the private market, the owner is responsible for screening applicants for suitability as tenants. Landlords are limited only by fair housing requirements and the prohibition of discrimination as established by federal and state law.
Lease
The lease is between the landlord and the family. You will use your own lease, or you can use the lease provided through the Texas Apartment Association.
While you do not require BHA’s permission, if a tenant violates the lease, you should notify the tenant’s caseworker prior to commencing with the eviction process.
Housing Assistance Payments Contract
The Housing Assistance Payments Contract is your agreement with BHA. It details your subsidy payment and other benefits.
